As part of our future strategy, Royal Mail is creating a network of new and exciting automated Parcel Hubs. These new Hubs will be pivotal to our transformation journey; providing state-of-the-art automation sortation solutions helping us to ensure we continue to excel at providing a great service to all our customers and the communities we deliver to. The Midlands Parcel Hub will be Royal Mail’s largest site processing over 1 million parcels a daily and moving 50% of the nation’s mail through our network of Mail Centre’s and Parcel Hubs for delivery both via road and rail through our onsite Rail Platform.


Our new Midlands Hub is due to become operational in Summer 2023 and we are looking for passionate, motivated, and experienced Traffic Office Managers to join the Midlands Super Vehicle Operation Centre (VOC) Management team and be part of our future.

What Does the Role Involve?
The Traffic Office Manager is responsible for the management of the transport and distribution operations within the Vehicle Operating Centre on a particular shift. The role reports to the Distribution Manager / Distribution Support Manager and is accountable for overall management of operations within the transport office


The successful candidate will be required to lead a team of dedicated front line Vehicle Operating Centre staff. Create and support an environment in which front line employees can achieve excellence by ensuring the effective operation of highly standardised network procedures


Key Accountabilities
  • Vehicle planning to ensure that hub quality and cost targeting are achieved e.g., vehicle planning, liaison with Central Postal Control co-ordinators and collection scheduling.
  • Carry out fleet performance monitoring to ensure cost effective and legal use of vehicles.
  • Co-ordinate planned maintenance of vehicles, in liaison with the vehicle services workshop.
  • Resolve day to day emergency vehicle issues, ensuring that Vehicle Operating Centre operations are maintained.
  • Administration and provision of passes for nominated vehicles / front line staff.
  • Uphold and enforce health and safety arrangements, maintaining risk assessment and other legal requirements including compliance to local PMT1 procedures.
  • Maintain and monitor all aspects of the fleet Operators Licence in line with business policy as stated in the National Fleet Audit policy.
  • Input to the Vehicle Operating Centre manpower plan.
  • Monitoring of vehicle arrival and departures for VOC services.
  • Undertaking appropriate first line procedural role in respect of HR Procedures.
  • Perform vehicle utilisation analysis and upkeep of monitoring tool (P107).
  • Responsible for daily planning alongside Road Service Listing (RSL) to support Network Transport efficiencies.
  • Stratify data to maximise the efficiency of the network.
  • Ensure compliance to RTD and EU driving hours legislation.
  • Oversee data input to DMS and Vision computer systems.
  • Responsibility for daily maintenance of digital tachograph systems.

What skills and experience are we looking for?
To be truly successful in this role, you’ll possess the following knowledge, skills and experience:


Knowledge, Skills and Experience:
  • Industry experience and working knowledge of Logistics and Distribution operations, leading teams, and delivering results across a balanced scorecard or Sound understanding of our mail networks.
  • Knowledge of UK road transport legislation, must be Certificate of Professional Competence qualified, or be prepared to study in order to attain within 12 months (essential role criteria)
  • Experience of using VOC management systems
  • Knowledge of safety requirements
  • Continuous Improvement knowledge
  • Effective leadership and communication skills, with an ability to motivate and manage individuals and teams
  • Ability to work effectively on a cross functional basis with colleagues.
  • Ability to resolve problems and make effective decisions under pressure
  • Transport Manager CPC qualified or willing to study
  • C+E Heavy Goods Vehicle Driving Licence would be an advantage but not essential.

Shift patterns: We are advertising for two Traffic Office Managers. The shift patterns are as follows:

  • Night TOM: Mon 20:00 - 06:00, Tuesday to Thursday 19:00 - 02:00 and Sunday 22:00 - 08:00 (Some flexibility will be required to support the 24/7 traffic office management on the Tuesday to Thursday attendance)
  • Weekend TOM: Mon 08:00 - 12:00, and Friday - Sunday 06:00 - 18:00

Assessment process
