Brief Description


Management of all aspects of the Network and Vehicle Change Processes within the route, making sure that Network Rail’s commercial position is optimised and that the required timescales for generating and responding to change requests are achieved.


About the role (External)


Key Accountabilities:

1. Prepare and/or check all route Vehicle and Network Change proposals.

2. Progress Vehicle and Network Change proposals received from Train Operating Companies and other customers, within the timescales stipulated in Network Rail Track Access Conditions F & G.

3. Clearly define and optimise the route’s commercial position in any negotiations on Vehicle and Network Change proposals.

4. Any risk to Network Rail associated with responses and information provided to be documented and fully understood by the necessary staff.

5. Assist the Sponsorship and Customer teams in negotiations/consultations with Train Operating Companies as necessary.

6. Liaise with other functions and team with regard to proposals that impact on the above formal change proposals and Depot and Station Change.

Monitor the dates of imposition of Permanent and Temporary Speed Restrictions; ensure that early identification is made of those that qualify for consultation under the Network Change criteria.

Essential

  • Good interpersonal and communication kills
  • Able to communicate at all levels of the organisation
  • Strong Commercial awareness
  • Education to ‘A’ Level standard or equivalent
  • Understanding of the processes by which Network Rail produces business cases

Desirable

  • A knowledge of the customers and assets of the route
  • Knowledge of investment regulations, processes, and procedures
Knowledge of the Investment Planning Systems
Knowledge of Parts F & G of Network Rail Track Access Conditions (Vehicle and Network Change) and any central guidelines
