£41,085 plus 30% unsociable hours shift allowance.

Unsociable hours allowance will be added to your basic salary after circa 6-month probation period and successful training competition.

Overview:

The Elizabeth line is the new and much-anticipated high-frequency, high-capacity railway for London and the Southeast. When all stages are completed, trains will run from Reading and Heathrow in the west to Shenfield and Abbey Wood in the east via new tunnels under central London. Carrying up to 72,000 passengers each hour demands a highly trained, skilled and cohesive team.

As the Incident Response Manager, you will lead and manage the on-site response to events affecting the central operating section of the Elizabeth line through collaborative working with incident responders from other organisations impacted, in order to minimise the impact of service disruption and exposure to loss, whilst continuing to meet statutory, business and route performance requirements.

Key accountabilities:

  • Respond to and manage infrastructure and rolling stock incidents to minimise service disruption, mitigate loss and aid resumption to normal working in a safe and timely way to improve the overall performance of the network.

  • Respond to and manage the railway's response to incidents affecting RfL(I) infrastructure requiring the attendance of the emergency services.

  • Undertake the role of Rail Incident Officer (where appointed) and lead the industry response to accidents and significant service disruption to deliver compliance with Railway Group Standards.

  • Communicate decisive actions and results during incident management to aid safe & timely resumption to normal service.

  • Carry out post incident investigations and compile reports, both formal and local.

  • Undertake the role of Accredited Agent (where appointed) and collaborate with other responders to deliver compliance with The Railways (Accident Investigation and Reporting) Regulations 2005

  • Apply and oversee the on-site application of standards, rules and local working procedures and take appropriate corrective action to mitigate risk and exposure to loss.

  • Conduct announced and unannounced safety and security checks on RfL(I) infrastructure within the Central Operating Section and engage with stakeholders to build and maintain effective working relationships.

  • Apply and manage on-site risk control measures for safety critical work ensuring compliance with the safety management system to keep customers and RfL(I) staff safe, and minimise risk to the business.

  • Ensure compliance to the Minimum Operating Requirements, reporting non-compliance immediately to the Service & Infrastructure Manager and implement corrective action as necessary.

  • Carry out additional duties (including, but not limited to, Points Operator, Route Setting Agent, Bridge Strike Nominee, Rail Defect Nominee and Controller of Site Safety) as directed by the Service & Infrastructure Manager to minimise service disruption, mitigate loss and aid resumption to normal working in a safe and timely way.


Key requirements:

Knowledge:

Essential

  • Hold a full, clean driving licence

Desirable

  • Knowledge of Network Rail and Train Operating Companies within the route and the key aspects of their business.

  • Geographical knowledge of the Elizabeth line route

  • Level 2 - Railway Rules & Regulations

  • Rail Incident Officer (Silver Level)

  • Knowledge of Network Rail's Operational Code and Network Emergency Plan

  • Geographical knowledge of adjoining routes


Skills:

  • Ability to establish a course of action for self and others, managing time, resources and surrounding circumstances to deliver objectives. (E)

  • Ability to conduct routine investigations and establish the immediate and underlying cause of events. (E)

  • Ability to lead the on-site multi stakeholder response to accidents and significant disruptive events. (E)

  • Ability to work alone including railway line side and within tunnelled environments. (E)

  • Ability to drive a road vehicle within Central London with the aid of GPS / Road Maps.


Experience:

  • Leading incident response at events where potentially fatal outcomes exist. (E)

  • Coordinating the on-site response to form teams of people with adequate resources to meet regulatory requirements. (D)

  • Coordinating the on-site planning and execution of arrangements to control and mitigate loss. (E)

  • Collating and preserving evidence and information in real time.

  • Consulting and communicating with others in real time to inform effective decision making.
