We are looking for an exceptional NHS analytics expert who will join a well established and innovative Analytics team within the Planning Directorate, and directly support the Finance function with analytics and insight, in response to key strategic and operational areas of focus for SEL ICB.

This is a pivotal role within the South London Pathfinder Programme for Specialised services team, and it will focus on trialling delegation approaches and sharing learning both Regionally and Nationally. Its main responsibilities will be the generation of insight; the provision of analytical support and leadership; the design of bespoke reporting and tools; and the testing of processes and national products to develop a “playbook” for delegation that will be used across the country for the following year. This will require working as part of a virtual Analytics and Finance team across South London, and working closely with the South London Office for Specialised Services (SLOSS), South West London ICB, South London providers, and NHS England.

On an ongoing basis, this postholder will also act as the analytical and technical lead for other exciting Finance Planning priorities, such as the Elective Recovery Fund (ERF).

This role will lead in directly supporting the Finance function within the Planning Directorate with Analytics and Insight, in response to key strategic and operational areas of focus for SEL ICB and as such it is vital that the post holder is able to work with complex NHS data, undertake financial modelling, understand National Tariff Payment System (NTPS) and provide technical advice within a matrix structure.

NHS England has confirmed its intention to delegate the majority of specialised services to integrated commissioning boards (ICBs) from April 2024 and have proposed that South West London and South East London ICBs serve as a pathfinder in 2023/24, taking on greater responsibility for finance, business intelligence (BI) and contracting transactional change.

Therefore, for its first year, as the key senior analytics management role within the South London Pathfinder Programme for Specialised services team, the role will focus on trialling delegation approaches and sharing learning both Regionally and Nationally. The South East London Integrated Care System (ICS) brings together the health and care partners that serve our vibrant and highly diverse populations resident in the London boroughs of Bexley, Bromley, Greenwich, Lambeth, Lewisham and Southwark - our Places.

Our partnership brings together six local authorities, over 200 general practices (operating within 35 Primary Care Networks), Guy’s and St Thomas’ Hospital NHS FT, King’s College Hospital NHS FT, Lewisham and Greenwich NHS Trust, South London and the Maudsley Mental Health FT and Oxleas FT. Importantly, the ICS seeks to be connected to the communities we serve (circa 1.92m residents) and work with the widest possible range of community, voluntary and third sector groups and organisations in each borough.

The South East London ICB is the NHS management unit of the ICS. It is accountable both to NHS England and to the South East London Integrated Care Partnership (ICP). The ICS exists to deliver four core purposes:

  • Improve outcomes in South East London population health and health and care services
  • Tackle inequalities in outcomes, experience and access suffered by the residents of South East London
  • Enhance productivity and value for money in the in the use of health and care resources in South East London
Specialised Commissioning Delegation
  • Lead reporting role in the development of shadow reporting of in year activity and costs compared to financial allocations provided to ICBs in 2023/24. This will involve the assessment of in year activity and providing financial forecasting models to predict full year performance of specialised commissioning activity compared to allocation, and prior year performance.
  • Lead representative for South East London, working within a virtual South London Specialised Team, alongside Contracting, Finance and BI colleagues in South East and South West London ICBs. The postholder will ensure successful development of the specialised commissioning matrix team working approach.
  • Overseeing and advising Directors of Finance for South East and South West London on all aspects of the disaggregation from national host funding to regional and ICB populations, including a split of contracts between services to be delegated and retained nationally.
  • Lead on the evaluation of South London ICBs’ access to complete and accurate current and historic Specialised Commissioning datasets and national databases required for an effective delegation handover; escalate unresolved issues and work with London regional teams, NECS and AGEM DSCROs and ISL partners as appropriate to ensure resolution is achieved.
  • Understand and assess allocation information shared by NHSE, ensuring these are robust and reasonable and to highlight issues requiring resolution. Also work closely with NHSE Team to accurately advise and influence the methodology of disaggregation for each Trust for example, understanding where activity is split out based on population level data and where items have been apportioned.
  • Working with Finance leads within the Specialised Commissioning Team to ensure accurate attribution of financial flows to ICB populations.
  • Lead on management of risk impacting ICBs due to delegation, by obtaining assurances that NHSE policy will be steady state funding to ICBs in 2024/25, and block contracting in 23/24 and 24/25 wherever possible.
  • Assessment of risks, and underlying funding pressures, particularly to changes since 19/20 such as growth, intra system changes. In addition, anticipating and influencing final allocations ICBs receive for 24/25 and understand where pressures may stem from.
  • Ensuring that Providers are using the latest version of the PSS tool, to ensure accurate attribution of Commissioner to Specialised activity. Issues that impact specialised data recording should be raised at the FIG groups for each Provider and should be considered high priority for resolution.
  • Lead in preparing ground for transformation opportunities (including working alongside Finance colleagues to undertake whole pathway costing).
  • Lead in the development and provision of specialised activity and financial information to ICSs in respect of the acute sector to support the delivery of ICS’s annual and medium-term service and financial plans.
  • Lead responsibility in working in partnership with NHSE Spec Comm contracting to oversee agreement of contracts and IAP builds for 2023/24 contracts.
  • Lead on in depth work across NHSE, ICBs and providers to test comparability of service line reporting and costing (‘like for like’) – feedback to NHSE re impact on rebasing.
  • Lead on Pathfinder exercise to identify pre-delegation issues and possible workarounds, and develop lessons learned documentation to inform 24/25 national planning across regions and ICBs.
